Threatening over WhatsApp messages

Sir.....my 23 year old neighbor sent messages on WhatsApp to a minor girl...... they never met to each other ....they never saw each other or never any physical interaction....now girl's father threatening my neighbor that he ll file a case against him under pocso act .....he has my neighbor's vulgar messages in his daughter's phone .....so sir can you please tell me that can pocso law apply here or not? ......and if he file a case against him then what can happen in this case ahead and under which charges police can book him?
A.This matter is certainly an offence and that person will land up in big trouble if a complaint is made. I suggest that guy should apolozise and request father of that girl to forgive him.

A.He has committed crime under section 12 of Pacso act which is punishable if reported to police and he will also be punishable under IT Act as well

A.Yes it falls under section 11 of POCSO Act. It comes under the definition of sexual harrasment as given in section 11 of the Act.
To avoid the situation you must talk with girls father and ask him not to file such a case. And also felt sorry on behalf of your boy. He committed a wrong act. He must not have done that.
