Get Patta on Piece of land occupied on Sichaichak land since 1974

My grandparents house has adjacent empty land which is Sichaichak land but has been occupied since 1974. We have some construction on this Sichaichak land. We have registry for the land we own but we don't have any document for this adjacent Sichaichak land. Is it possible to get Patta on this land considering the fact that it has been occupied from last 44 years. If yes please provide the steps to take patta. The property is in Rajasthan.
