Theft in my house and poor police investigation

An incidence of theft was occurred in my house in 2014. Police investigated the case but no any achievement was there. A week before I got to know regarding some suspicious persons whose involvement was there in theft. How can I proceed legally for high level enquiry in my case on the basis of new evidence. Please suggest

A.send a written representation to the SP/CP or alternatively file a petition u/s 156(3) CrPC before the Magistrate.
