Agricultural land market rate v/s circle rate

Hi,
I am planning to buy agricultural land, in Karnataka, where market rate is 5 times circle rate, is this normal?
how do i make payment here, to make it all legal?? usually property is registered on circle rate, how do i adjust the extra amount??

The person should be an agriculturist or an agricultural worker by profession to purchase agricultural land. ... The Karnataka Land Reforms Act now does not allow non-agriculturists whose income is more than Rs 2 lakh per annum to buy farm land.

A.Buying agricultural land in Karnataka is very dangerous, in all probability you may lose the land unless you have some local advocate having dealt the matter upto high court. About rate you can ask any other.
