A.You can take the rate from Govt., Ready Recokoner for the year 18-19 or consult a professional valuer for valuation for all purpose.

I don't think architect would know in details? It's about tax department of municipal corporation to give exact details!!

A.Dear Sir,
Step I- You need to go to the Office ... where your property tax is calculated.
Step II-Identify the Dealing Clerk /Office Superintendent (if needed) to tell you the principle.
The concerned clerk will tell you and show you and calculate before you to convince you.
Step III- If this does not work , then go the Officer and talk to him/her.
Step IV-If you fail to do, lodge a complaint.
Step V- Hire a Lawyer to do the job for you.
Remember_ Laws are not Mantra... Every thing is written in black and white.You can see , read and you can also object.

Sir,
Thanks a lot for your suggestion. As you know authorities in municipal corporation are not co-operative and not willing to disclose details of tax structure in an exact way. Although, It's government department and there's always an ignorance.

Maharashtra Act No XXXI of 2015(First published, after having received the assent of the Governor in the “Maharashtra Government Gazette”, on the 21 st August, 2015.
AND
If you have time An Act to provide for delivery of transparent, efficient & timely public services to the eligible persons in the state of Maharashtra & for matters connected therewith or incidental thereto.
And
You said about the ignorance of the Government.
Actually it requires moral Guts to object.
