Yes, are eligible to apply but you have to clear and compete in English Language Test like any other candidate. After you qualify in Written you have to clear Viva Voce as well.Then Training.Then Probation.Then you become an Officer.

A.although you have not mentioned full facts but if have done degree in telugu . MEDIUM OF INSTRUCTION IS irrelevent, therefore you are eligible for APPSC EXAM. for details contact some advocate through vidhikarya.com
