Police Harassing couple who were just sitting inside the car.

Is it legal they took our car's picture and they also tried to kept our phone, car's rc, adhar card.

Mere sitting in a car does not mean that couple is doing vulgar acts. Police can question on the ground of suspicion. But cannot defame any person.
Taking a car picture is not legal. It's a wrongful act done. You can lodge a Complaint before the nearest police station against those police personnel.
If the car is parked on the wrong side of the road or at No Parking Area. Then the Police can take car picture for the purpose of online challan, which usually happens in Mumbai.

It does not permit taking photographs of persons by police, except those who have been arrested or convicted of a crime, or sharing such photographs with any other law enforcement agency.
