I would like to know whether shopkeepers need to contribute funds for Installing new Lift in NON-LIFT BUILDING

It all depends on the agreement which you had executed before taking it on rent/purchased.
If it facilitates the process, enhances the business both for the consumers and also the shopkeepers in that case shop keepers have to contribute for the lift finally.
