A.Dear Sir,
Send a Legal Notice first and then take up with the Labour Commissioner's office.
To work for X Company or Y Company is the prerogative of the Employee/Labour and no body can force in any way or in any manner.
So, be firm. But strictly follow the rules as has been laid down in the Act.Any deviation will go against you.

A.Dear Sir
You have two options one to lodge a complaint with Labor commission and second to go civil court by filing a suit for recovery of money.
