Association rules are so rude with hefty fines

My apartment association is trying to form a new committee
They are trying to pick up names in a draw (Chit system) and allocate roles to the new members
So, anyone who rejects to take up the role - Association is forcing them to pay 10000 as a fine apart from maintenance
Is it legally allowed by an association to collect this fine?
