Is 420 applicable

I have given money online twice . First 60000
And then 1 lakh. On current account of institutions for partnership. the account is operated by owner of institutions who is single..I also worked in institutions for 6 month. But he has refused to sign agreement as well as return money. What are my options?
A.Dear Sir,
It is covers under the definition of 420 cheating. Get issue a legal notice from my office and the institution authorities will come for compromise. Nothing to worry.
