About Youtube Copyright Fair use policy

Hello, I was wondering, if I use other people\\\'s videos in a compilation for youtube, will it come under fair use policy?. Is it legal to do so? Also, if i compare the subjects in their videos with subjects in other videos, (in this way, newly informative) does it fully come under fair use policy? Is it legal?
Can i do something like this?
Eg:

A.dear client i agreed with advice that The activities mentioned by you will make you fall in Legal trouble as because you are responsible for what you upload be it a compiled video or original video.

Under Section 107 of the Copyright Act 1976, allowance is made for "fair use" for purposes such as criticism, comment, news reporting, teaching, scholarship, and research. Fair use is a use permitted by copyright statute that might otherwise be infringing."
