Need to start a self drive company Need to start a self drive company

Dear Sir/Madam,

I want to start a self drive car rental business
In self drive car rental business, minimum 50 cars are required to get the licence.
But recently government has said that commercial driving licence is not required for driving a commercial car
I want to know that if I buy a car on commercial registration and give it on rent for self drive, then will it be legal ? Is self drive licence relevant anymore?

Thanks and Regards
