As per the case & facts you have mentioned your dad died last year, he had a credit card debt of 40k till now I did not pay with interest it became 45k, just forget about the bank & the credit card. Once the person is dead No bank can recover unsecured debts, rather a very lengthy process so forget about it as it is very costly process. Also how far is it confirmed that u are getting the job in same company in govt. r u join in compensation post etc. Please clarify.....

A. You are caught in a big fix. one option is to see the CCTV footage to see who is the cycle owner or ask some of the society member to see the owner. You will have to give a public notice stating that your name is changed. After the public notice, you will have to approach the sub-registrar with whom you have registered the agreement under the previous name along with the public notice and the official Gazette which shows the name change.
