There is no bar on the use of Non-judicial stamp paper in one state of the country and utilizing it for execution/ notarization/in another State. The differences exist only in regard to stamp-duty rates which vary from one state to another of the country. Once the purpose is printed on the stamp paper and notarized by the Notary Public certifying the authenticity of the contents of the document it becomes valid and enforceable.

The main eligibility criteria of OBC NCL is that the applicant’s parents’ annual income should be less than Rs. 8 lakhs. Also, salary and agricultural income are not to be considered as income for calculating annual income for creamy layer status. If in any of the last 3 years, the applicant's parent's income is below 8 lakhs, the candidate is qualified for OBC NCL. So, yes you are eligible for it.
