You have to file execution petition before the same Consumer Court and it may refer to the Deputy Commissioner and in turn it will be referred to the Tahasildar to recover the same as arrears of land revenue by attaching the properties of such builder.

Firstly you need to check your agreement with your developer/ builder whether there is any terms and conditions regarding electrical meter and whether you can take separate electrical meter or not.
If there is a specific point regarding that then according to that you need to have e a conversation with the builder or secretary of your society.
