At a busy junction, a state run public bus steered infront of my car and there was no contact between the sides of the bus and my car. The bus driver stopped me and showed me a minor old scratch and took a picture of my car and number.
Does he have the right to sanction me a fine/compensation/case baselessly on my vehicle as he told it’s a government vehicle?

Nothing to worry he cannot do anything against you unless police support him. Even if police support him if any FIR is registered or fine is imposed against you can challenge the same before the Court and teach him a lesson.

If he wishes to do that then for that he will have to go to a court to seek compensation or lodge a complaint with the police station for any criminal action. As long as you don't receive any letter/notice there is no need to worry about it.
