Debt Collection

Dear Sir,
My previous roommate had not paid rent for few months. As a result, the owner deducted all the amount from the security deposit. My roommate assured me he will pay me back, but now he is saying he will not. The only proof I have is a whatsapp conversation. Can I send him a legal notice regarding the same?
