Our apartment came with a geyser provided by the owner. Since yesterday, the geyser stopped working and the metallic body of the tap is giving electric shocks. The owner refuses to take up responsibility as well as the caretaker. Who is responsible in case of a fire hazard or a serious accident? Note: both owner and caretaker has been informed of this issue.
