A.Dear client,
You can request your employer to immediately issue the relieving letter. If he does not obliges, send him a legal notice demanding that he immediately issue the relieving letter along with salary slips. If he doesn't comply, initiate legal action.

A.Dear Client,
No employer can withhold the relieving letter of an employee outrightly on cessation of employment either by resignation tendered in compliance with the terms of employment or by termination and such an act on the part of the employer amounts to unfair labour practice. So in the prevailing situation if you are not holding the position of Manager/Supervisor but a workman as defined u/s.2(s) of the Industrial Dispute Act then for such an arbitrary and unfair labour practice, reach out to the office of the Labour Commissioner concerned for filing a complaint over alleged unfair labour practice against the employer for redressal of your grievance after serving a legal notice to the Company. Otherwise, you have to file a civil suit before the Civil Court for appropriate relief in the matter as may be suggested by an Advocate.
