Failed Online payment not reverted

Online transaction of university fee payment is failed. Transaction failure notice email is sent by the payment gateway. But the amount is transferred to the University. Now university said once paid it will not be returned. What should I do now?
A.Dear Sir,
Get issue a legal notice and try to get refund of said amount. If the said amount is small amount then you have to incur more expenses on legal side.
