For obtaining OBC NCL CERTIFICATE in Telangana the income limit should be 8lakhs per annual or if last three consecutive years . If in any of last 3 years it's below 8laks do I'm eligible for this OBC NCL certificate

Eligibility criteria for obtaining a Non-Creamy Layer certificate include some terms and conditions. An individual's income should be less than 8 lakhs per annum to be eligible for a Non-Creamy Layer certificate. If your annual family (Definition of family, father, mother & minor children below 18 years) income (excluding government salary and agricultural income) is more than Rs. 8 lakhs in all the preceding three years, you are creamy layer. The basic difference between these categories lies in their income limits. It is held that all OBC creamy layer candidates' family income is above 8 lakhs per annum, and OBC non-creamy layer candidates' family income is below 8 lakhs annually in all the preceding three years. So, considering the eligibility criteria, any deviation is not allowed/permitted. Hope, the matter stands clarified.
