Police verification for minor passport

My daughter 9 years passport police verification is on hold due to residence address verification. As all my documents is on parents residence address and now me and my family don't stay there my parents still stay there. So in police verification they have hold the verification and not proceeding ahead. Earlier for my wife same issue happened so complete the process with bride of 1000 rupees. As it clear that they want something. I have explained them that my new residential address is rented property and all my documents are of my parents residence address. Please help with solutions.
