Hello
I would look know that is there any rule in KMC that property within ward number 1 to 100 does not need completion certificate and can consider it as authentic property.

A.Sir, in case of any construction you require a "CC" or as we better know it as Completion Certificate. It is a mark of completion of that project according to the plans laid down and shown to you. If a builder cannot provide you with the completion certificate that means his project is lacking some requirements which need to be fulfilled and as a failure of which he is unable to get the completion certificate.
A completion certificate is a must.
