My father is an assistant teacher in a Govt aided(private ownership according to me) school in rural Bengal. His annual salary is more than 8 lac. Am I eligible to get an NCL certificate ? If yes then who should I go to as there is a general reluctance in the administration to release NCL certificates and what are the differences between state NCL certificate and centre NCL certificate if there is any

A.Dear client,
Here is the Eligibility for Non-Creamy Layer Certificate
To apply for a Non-Creamy Layer (NCL) certificate, you need to meet the following criteria:

Citizenship: You must be a citizen of India.
Income Criteria: Your parents' annual income should be below Rs.8 lakhs. This places you in the non-creamy layer of the Other Backwards Class (OBC) category.
Parent's Employment: Either of your parents should be employed as a Group C or Group D Central Government employee.

Here your father's salary is more than is above 8 lakh per year hence you are not eligible for the NCL Certificate.

A.Dear Client,
Eligibility criteria for obtaining an OBCNon-Creamy Layer certificate include some terms and conditions. Amongst other criteria, an individual's income should be less than 8 lakhs per annum to be eligible for a Non-Creamy Layer certificate. If your annual family (Definition of family, father, mother & minor children below 18 years) income is more than Rs. 8 lakhs in all the last three years, you are a creamy layer. The basic difference between these categories lies in their income limits. It is held that all OBC creamy layer candidates' family income is above 8 lakhs per annum, and OBC NCL candidates' family income is below 8 lakhs annually. The Central OBC certificate is only valid at the central level if it has been issued by the central government and it is for the NORMAL OBC Category, i.e the people belonging to this category don't have reservation benefits and are treated the same as the general category whereas the OBC-NC certificate is for the people who belong to the Non-Creamy Layer of the OBC Category, i.e people with annual income less than 8 lacks and have reservations in the Government jobs as well as in the competitive examination.
