Service matters delay in Collector Office regarding my re-joining order

Got recruited in 2019, through APPSC under GSWS Department as Ward Revenue Secretary (VRO) in AP. After serving 2 years and 8 months, I abscoded to my duties due to some personal and financial reasons. After 11 months i submitted a request letter for re-joining. By then my post got permanent as I cleared my dept. tests and probation period of 2 years. My Mro sir scolded first for absconding, but later sent a representation file to collector office for considering and issue re-joining orders. But It was delayed by the Revenue staff at DRO office in collector office from 8 months. I approached politely as the mistake is on my side, i requested several times but the staff at collector office are not putting my file and processing. I don't know what to do now, any suggestions?
Inordinate delay in the processing of official files/papers in the absence of any valid reason amounts to dereliction on the part of the concerned department or the head of the department. You may bring such dereliction of the concerned Deptt. may be brought to the notice of higher authority for a resolution failing which you may file an application before the Administrative Tribunal of State or Central Govt as the case may be or before the High Court for appropriate relief in the matter. You must know how to manage the staff members of collector office. Otherwise go to service tribunal of our state or high court and get a direction accordingly.
