Whether DTCP approval separately required for regularised plot

I am planning to buy regularised plot. I understand that regularisation of unapproved plot taken place as below.
"Regularisation of Plot is of two stages. In the first stage, the layout is to be regularised by Directorate of Town and Country Planning Department concerned who will examine and issue an in-principle approved layout framework plan to the concerned local body. In the second stage, the local body concerned will issue regularisation order plan for the layout framework for Which in principle clearance is Obtained after confirming the ownership of the layout and collection of necessary applicable charges".
I have doubt whether regularised plot is equivalent to DTCP approved plot as first stage layout approval done by DTCP? or whether it is mandatory to have DTCP approval separately for regularised plot?
