My Mother is widow, and the neighbor harass my sister and Mother with using their illegal powers to get our shop. no one can take action against him not even Police.

A.Hi,
No one has the authority to harass your mother and sister. If the police is not helping you can approach the court directly and then the police will be forced to take action.
