Recruitment rules wrong interpretation

The age relaxation for a govt post(group B) is length of military service plus 3 yrs for a direct interview post with out all India exam. But for Russian translation officer, which is direct interview post , it is wrongly interpreted as 5 yrs age relaxation on upper age limit which is only applicable for posts on all India exam like civil services exam. So we are deprived of the opportunity to apply for this post. Kindly reply me weather I can file a legal case in court of law. I have filed RTI in this regard which shows that the clarification provided by DoPT is wrongly interpreted by recruiting agency (UPSC). So kindly advise me. I am serving defence personnel and want to apply for this post after getting ex-servicemen quota benefits.

A.We can approach High court for suitable director to UPSC. For the same I wanted to have a detailed discussion and supporting documents.
