A.Dear Sir,
First get know the procedure. Normally such certificate will be sent to the other institution if you admit. Normally there cannot be any Leaving Certificate after graduation. If you join another University then you have to get Migration Certificate from your previous university.

A.The quick way to get this follow this path.
Write a letter to the college with a copy to the education department of the state or university to which the college is affiliated. If they don't provide the certificate in 30 days then file a writ petition in High court then very soon the court will pass an order to giver them the certificate and they will be forced to do that.

A.Apply for a migration certificate either through registered post with acknowledgement or through e-mail and get their answer then based on their reply you can send a legal notice . If they did not respond proceed legally.

A.Hi,
Ask them why they are denying you the leaving certificate. You can ask for a written explanation from them about the reason. If that is because of any fault from your side, resolve it and apply for it again. If the reason they mention is not reasonable, you can approach the court.
Thank You

A.Hi,
You have right to get your leaving certificate from your college for higher studies. If your college claims that they can't provide leaving certificate, get a written statement from them mentioning on what reason they are denying that to you and keep it with you as an evidence. you can approach the court for the same.
Thank You
