A.You should immediately lodge a complaint for initiating an FIR against that number then the police officials shall investigate and catch the wrongdoer.

Yes it can be traced but you cannot do that and for doing that you will need to lodge a complaint with the local police station and they will be able to trace and apprehend that person.
