A.Dear Client,
First check if you come under the following category..
The person should be an agriculturist or an agricultural worker by profession to purchase agricultural land. ... The Karnataka Land Reforms Act now does not allow non-agriculturists whose income is more than Rs 2 lakh per annum to buy farm land.
Then other things will follow.

A.Dear Sir,
You may file PIL before High Court and if allowed it will be beneficial to the State Government which may increase circle rate.

A.Buying agricultural land in Karnataka is very dangerous, in all probability you may lose the land unless you have some local advocate having dealt the matter upto high court. About rate you can ask any other.
