A.Dear Sir,
You just adopt filing of writ petition under Article 226 of Constitution of India. It is nothing but a writ petition only. The office will scrutiny and ask you to make necessary corrections etc.

A.Dear Sir,
There are three ways you can handle this.
1. Please ask a Lawyer who can do the job for you.
2. You can do some part and ask the lawyer to do the rest and he can/she can give the final touch.
3. You do it yourself from the beginning till the end.
For that you need to have a look for a book.. SKSarkar on PIL, by Orient, Orient Publishing Company-Third Edition(2011), Rs 1650 and having 1568 pages.
While going through the books, please have close look to maintainability of PIL,Validity of PIL, Locus Standi of PIL, Relief by way of Writ Petitions.
4. Some State High Courts have also brought out guidelines, e.g., Orissa High Court has brought out one which also contains the mechanical details, like the paper you use( legal Size, Catridge paper, Space you have to give , Top, Bottom, Left and Right, Font you use, size of the Font), no of lines you use in a page or wordage etc.
5. Admission hearing is equally important.

Provided the PIL is as per the requirement & procedure and various code & Act constituted by the court,betwen 3 to 6 months.

A.Dear client Procedure to File a Public Interest Litigation-
A "Public Interest Litigation", is filed in the same manner, as a writ petition is filed.
In High Court-
If a Public Interest Litigation is filed in a High court, then two (2) copies of the petition have to be filed. Also, an advance copy of the petition has to be served on the each respondent, i.e. opposite party, and this proof of service has to be affixed on the petition.
In Supreme Court-
If a Public Interest Litigation is filed in the Supreme court, then (4)+(1) (i.e. 5) sets of petition has to be filed opposite party is served, the copy only when notice is issued.
Court Fees-
A Court fee of RS. 50, per respondent (i.e. for each number of opposite party, court fees of RS. 50) has to be affixed on the petition.
Procedure-
Proceedings, in the PUBLIC INTEREST LITIGATION commence and carry on in the same manner, as other cases.
However, in between the proceedings if the judge feels he may appoint a commissioner, to inspect allegations like pollution being caused, trees being cut, sewer problems, etc.
After filing of replies, by opposite party, and rejoinder by the petitioner, final hearing takes place, and the judge gives his final decision.

A.Dear Client Tell me that where u want to file the PIL. In High Court or Supreme Court ?
I f u do not want to engage any Advocate then Draft your PIL submit it in concerned High Court or Supreme Court stating that u want to argue your own case. On first hearing court will ask u that if u need any Lawyer or u want to argue your own case, then say that u want to argue your own case. After it if your PIL is admitted in Motion hearing the Court will issue notice to other party. It is very simple.

Sir, I want to file it in Bombay High Court. Do court give option of providing Lawyer free of cost during the first hearing only?

Dear Client if u want a Lawyer free of cost then Go to High Court Of Bombay Legal Aid Department and they will give u Lawyer free of cost. U need not to pay any thing as fees to lawyer, as his fees will be paid by Legal Aid Department.
Even then if your problem is not solved then tell me the matter and i will draft your petition and send u by courier and u just file it in Filing section of High Court and then argue your case yourself.

Dear client I m responding u through vidhikarya . There is an agreement between me and vidhikarya that I will not give my contact details to client. U may get it from vidhikarya and for it u will have to pay. Dear Client u want free service and only this much could have been done for free..
