Can Bank or District Magistrate seal a property against a home Loan due to a financial crisis without serving notice and informing the customer who said paid regularly major EMI to bank as long as financially it was possible.

A.Dear Client

The Bank can do so only after sending a notice under SARFAESI Act and not without informing you through the notice. If the bank has not informed you then you can take legal action against the bank in the DRT.
