regarding pay protection

respected sir i was switch my job from state government psu (Rajasthan rajya vidhyut prasaran nigam limited) to state government services whether i get pay protection for the case where i demanded for relive from my services from rrvpnl but the denied to relive then i would resign from the same to join in state government services whether i get pay protection on ground of resign from government services to join another service is treated as technical resignation even if technical word is not written in my resignation order and what about they charged money for the notice period short in my service
