I bought a land in 2021. There was 1 electric meter on that place which was closed after paying bills. Now mseb is not giving new connection saying it has 3 lac remaining bill of previous meter cut by mseb before 2018.what to do

You must have had a clause in the sale deed that any pending amount related to the land shall be paid by the seller as and when asked for it. So, the seller is supposed to pay the outstanding amount.
