I have received a hearing date for personally appearing for second appeal for rti at health directorate of odisha. I think with the second appeal it should be at the state information commission but still they called me to the first appellate authority office. I deferred citing my mother's illness, but in the first case they sent me another hearing date close to the one earlier and ignored my request. When I wrote for the second time they are yet to communicate again on my preferred hearing date between May and July. They had earlier called me for the second appeal hearing at the FAA office within a week of my second appeal to quickly dispose of the matter. The initial application was never replied. When I wrote to FAA they said that the grievance for which I am seeking information was never received. But when I provided clinching evidence and that I can still access it online with tracking number they wanted to quickly dispose the matter. I filed second appeal and claimed compensation and action against pio. I complained to information commission . I haven;t heard from them yet and the case is open and the information commission is completely silent on the matter and haven't written back a single word, not even an acknowledgement. I want a lawyer to accompany me or represent me in the case in odisha. Can you provide that service? If yes, how much will it cost me? Also, if I file a writ petition how much will it cost me and how long will the case continue?

Litigant Service
Access to justice is a fundamental element of a just, equitable and civilized society. The vision of Access to Justice for all means that opportunities for securing justice are not denied to any citizen for reason of economic and other disability. With this vision Department of Justice initiated a pro-bono legal services scheme to provide free legal assistance to the marginalized applicants/litigants.
An online application form has been created below where the litigants can register information about their case or grievance. The Department will then connect them to a pro- bono advocate registered with the Department who will provide them legal aid free of cost. The nature of legal assistance provided shall be legal advice, drafting of case related document(s), appearance in the court (all or either of the three) depending on the availability of the advocates.
It is to be noted that, this endeavor of Department of Justice is a step in the direction of strengthening legal aid and increasing access to justice to those who cannot afford it and in no way it guarantees a favorable decision in the court for the litigant/applicant.
Further, pro- bono legal assistance provided by the advocates is a voluntary service where the advocates willingly devote their time to provide legal aid to the poor and needy applicants. Once a litigant/applicant has been connected to a preferable pro- bono advocate by the Department, the Department is not responsible for the quality of legal aid provided or time committed by the advocate to the case of the litigant.
Both the litigant/applicant and the advocate are free to discontinue their association at any given point of time giving valid reasons for the same to the Department within 15 days.
We hope that the pro- bono legal services will be a significant step in enabling access to quality legal aid and assistance to the people.

I am aware of NALSA and its state branches. I am not sure I would qualify for their free services as one needs to meet certain criteria. It's easy for women, scheduled caste and the mentally ill.
I just needed an approximate legal expense and way forward for this situation. Having said that I need to assess the cost- benefit for the case. So, far I have spent Rs. 2000 on the RTI filing - Rs. 500 each for the initial RTI application drafting and Rs. 1000 for the second appeal drafting. If can claim say, Rs. 50,000 for the case as a compensation, I am okay with spending around Rs. 10000 on a lawyer or the lawyer can claim a percentage of the compensation. My understanding is that I have a pretty strong case and they are keen on a compromise. However, it does not make sense to me to go on hiring expensive lawyers for the case and run out of my pocket expenses. I don't want to attend the second hearing on my own as they can make me come to agree on their terms. Phsycial attacks ( even murders!) on RTI activists are common too!
