To remove encroach from personal property

We having our personal property(Agriculture Land) in front of Nation Highway-2, Someone has started their construction(encroach) in front of our house.To get solution for this problem we are visited to the nearest police station and they said that report to the PWD. We contact to out Tahsildar and Patwari they wrote a report in that report it mentioned that someone(the personal that encroach on our personal property) and need to be cleaned.After that we given this report to the PWD and they come and said stop the construction and leave this place.But nothing is happen.
We converted our Agriculture land into Industrial land to stand new shops in front of NH-2.After 5 years they started again to construct the new house ans we don't know what we should do in this situation....and we also have the copy of that report with us.
Please help me!!
