BGV process with previous employer to b stopped

Hi, my question is regarding when we switch the job and the IT or MNC companies contact the previous employer for the employment check if you organization management thinks about your carrier they will provide a good feedback, and if you have a bad bosses and jealous about your salary Or company your joining they will give a weired feedback to spoil the carrier, I was into the same situation of the company called HDFC Bank that the management your reporting was a very big game players with employees that they place safe and spoil an employee carrier also by doing bad politics in and outside office, when it comes to a girls carrier they play a lot so in this case it would not be good that a hiring employer should connect with these people as they will try a best to spoil others carrier, they have done to many employees by giving a wrong feedback on call, it was the managers whom they were reporting, so I feel let other company employer check previous employment but in different ways, rather than connecting to employers who spoils their own employee carrier, request is to how to put an end to this that people don't loose their jobs unnecessary and government should end this by coming up with strict actions on employers of previous company managers or HR who are spoiling the carrier.. Please suggest where I can put this request.
Be aware that many state governments going on extending exemptions of labor laws applying to MNC companies thus it has become monopoly for such companies to do whatever they like. You may bring awareness about such instances among the people and employers.
The issues that you’ve raised are quite relevant and it’s extremely disappointing that workplaces function in an environment which is toxic. However, you can put up this suggestion to a labour court or even your particular firm, as a smaller step.
