i want to know why and on what grounds a judge can dismiss the case of obtaining succession certificate to legal heir of the deceased

A.Dear Sir,
The reasoning given in the judgment is to be looked into. Then you have to decide to go in appeal against such judgment.

A.Dear Client,
Sec.370 deals with Restriction on grant of certificates. Amongst others, A court can sometime require a bond with one or more surety or sureties or any other security for rendering an account of debts and securities received by the petitioner of succession certificate for indemnifying the persons who may entitled to any part of the debt or securities. For non compliance of said mandatory provision of law, case for succession certificate filed by legal heirs may be rejected or dismissed by the Court.

A.Hello,
There is a restriction on obtaining succession certificate - A court can sometime require a bond with one or more surety or sureties or any other security for rendering an account of debts and securities received by the petitioner of succession certificate for indemnifying the persons who may be entitled to any part of the debt or securities.
