I had submitted a query in Land and Revenue department of Bihar regarding information that "xxx जिला के xxx अंचल के अंतर्गत राजस्व थाना -xxx, मौजा- xxx, राजस्व थाना संख्या-xxx, जमाबंदी संख्या-xxx, खाता संख्या-xxx, खेसरा संख्या-xx के रकबा में उपरी लेखन करके उसके माप में परिवर्तन किया गया है. अतः उक्त सन्दर्भ में कृपया सुचना प्रदान करने का श्रम करें कि: 1. xxx अंचल में रजिस्टर -2 का अभिरक्षक कौन है? 2. उक्त रकबा के माप में उपरी लेखन किसके आदेशानुसार व किस कर्मचारी के द्वारा, कब और क्यों किया गया? 3. पहले से अंकित किसी खसरा के रकबा में परिवर्तन का कारण क्या होता है और इसे किस आधार पर परिवर्तित किया जाता है? 4. यदि किसी करणवश किसी पंजिका के किसी लेख या अंक में कोई लिपिकीय त्रुटी हो जाय तो उसके सुधार की प्रक्रिया क्या है? 5. परिमार्जन हेतु राजस्व कर्मचारी के द्वारा जांच प्रतिवेदन किस आधार पर दिया जाता है यदि रजिस्टर के लेखन में किसी प्रकार का संदेह हो तो उसे अन्य किस माध्यमों से संशोधित किया जाता है? 6. ऑनलाइन माध्यम से परिमार्जन के निस्तारण की अवधि क्या है?"
Can I request such type of information? After submission of the application, 30 days have passed but status of the application is pending yet. It is for your information that I had also submitted the same application through RTI(Jankari portal) but no reply received yet. Earlier I was trying to apply in the first appeal, but during the course of action, it was submitted spontaneously due to website's problem perhaps.
Now what should have to do?

A.Dear Client,
Section 2 (f) of the R T I Act, 2005 defines "information" to include "any material in any form, including records, documents, memos, e-mails, opinions, advices, press releases, circulars, orders, logbooks, contracts, reports, papers, samples, models, data material held in any electronic form and information relating to any private body which can be accessed by a public authority under any other law for the time being in force". Thus, the meaning of the word ‘information’ as defined in section 2 (f) of the Act only refers to such material as is already available in the records of the public authority. As per the Guidelines circulated by the Ministry of Personnel, PG and Pensions vide Office Memo dated 25/04/2008, as per Clause 9 of page 3, only such information is required to be supplied to the applicant under the Act which already exists and is held by the Public Authority or held other office/deptts under the control of the Public Authority. It is beyond the scope of the Act to create information or interpret information or solve the problems raised by the applicants, or to furnish replies to hypothetical questions. It appears from the contents of the application under the RTI Act that you use Why, How, When, Who etc which are considered interpretations of information and hypothetical and therefore, beyond the scope of Public Authority so far the definition of Information under the Act and the Guidelines of the concerned dept are concerned.

A.Hi client,

It is advisable not to ask more than three questions in an RTI application. Wait for few more days and then re apply once again.

A.Dear Sir,
Many officers are not obliging online RTI applications. Better you pay required fee offline through Indian Postal orders and send another hard copy of RTI application to the said office.
