Joint Bore well

My grandfather had built two houses side by side for both of his daughters. And there is a common bore for both the properties. My grandfather had registered both the properties on their daughters name respectively. Its mentioned in the agreement that the bore is common, and repair and maintenance are common and even the pathway for the bore is common. But the bore is on the elder daughter's side now the bore motor is not working. Previously also it happened we have shared all the expenses because my grandfather is living in the elder daughter's share property so he use to pay on the behalf of elder daughter and we will pay for our share. Now the motor is not working and the plumber had mentioned we need to replace it with a new one. On this, the elder daughter's family is not co-operating to bear the share. Its been 8 months they are denying and creating issue. Hence we planned to keep a external compressor for our use, and if they want they can also use the external compressor. In this way there is no need to share the expense for a common motor. But they are not agreeing to that as well. We need to drill the pathway to extend the pipe line but they are not allowing it. As bore is common and pathway is common, can we fix the external compressor and use it? Please advise.
As the bore well comes in the common area and it is clearly mentioned that she also has to equally bear the expenses, please file a specific performance suit in the civil court praying to get her to perform her part of the agreement
