Parking fees in private hospitals Parking fees in private hospitals

I'm a resident of Pune. My patient was treated at the Aditya Birla memorial hospital at Pimpri Chinchwad. My patient had 2 surgeries performed. We were there for 8 days. And everytime I went to park my car they asked me to pay the parking fees details of which are as follows
4 wheeler - 20 rupees for 6hrs
2 wheeler - 10 rupees for 6hrs .
Is it legal for private hospitals to ask for parking fees?
There was a Indian express article on this matter which says that kerla high court had ordered private hospitals and Malls to not take parking ticket unless the hospital or mall has paid tax for the commercial use of designated parking area. Also Delhi govt too has ordered private hospitals to not ask for parking fees. Is it legal? If not what steps can I take ?

A.Dear Client,
A parking place is used for commercial purposes, so whenever a place is earmarked as a parking place for the vehicle either inside or outside the Hospital or any commercial establishment, the hospital needs to get permission from the concerned Municipal authorities and cannot charge the parking charges/fees when the vehicle is parked in the parking place arranged inside the campus of the hospital until and unless they pay the commercial taxes to the Civic authority. So, without paying the commercial tax for the parking place if the hospital or its agents charge for the parking of vehicles that is amounted to illegal and unfair trade practice.
