Religion conversion for sake of marriage

Hi, I am a working individual from muslim community and boyfriend from Christian. We got our parents approval, however my dad wants me to marry as per muslim custom so that he won't face any issues for my younger sister marriage. But for marrying in Muslim cusom he has to convert. My dad is saying he has to do the process for sake of marriage and doesnt have to practice Islam. We both are from different states and when inquired in mosque they are asking for a lawyer certificate, gazette adivation and then Marry in religion. They are saying they need these documents to perform conversion. I don't want him to officially change his religion. Do they record these conversions any where or is there a way to not record this. And does the religious marriages are legalized in database.
For conversion to Islam, one needs to visit a mosque in the locality and take Shahada in the presence of a Maulvi and two major witnesses.
Indian Constitution states that a person has the freedom to profess, practice and propagate any religion. As such, there is no legal procedure to convert the religion but the conversion must be notified in the Govt. Gazette so that it can be easily affected in all other legal documents.
