non judicial stamp paper of haryana state will come under kerala jurisdiction for executing training agreement between district and training partner for implementing skill training.

The differences exist only in regard to stamp-duty rates which vary from one state to another of the country. Once the purpose is printed on the stamp paper and notarized by the Notary Public certifying the authenticity of the contents of the document it becomes valid and enforceable.
