Illegal legal heir certificate Illegal legal heir certificate

Tehsildar issued a legal heir certificate without mandatory documents like adhaar cards and ration cards of 7 legal heirs of my grandfather without verification and witnesses.
Because first tehsildar not forward my application and after I filed a grievance to the governor office of Jammu and Kashmir he told me not to attend grievance meeting with LG OF JK virtually held at DC office. He issued me a legal heir certificate under pressure of complaint and due to my one on one meeting with LG OF JK. He issued a certificate day before the meeting at 7 pm after i reached his tehsildar office because tehsildar PA call me to reach. This is the case of corruption.
I want to file a complaint against tehsildar. Please Guide me how can I do this.
I can also file a rti to provide me the reason that on which ground tehsildar issue this legal heir certificate without any document.
But please guide me there is any other way to file a complaint against tehsildar.

A.Dear Client,
You may submit a detailed complaint to the Anti-Corruption Bureau of your state. Clearly outline the facts, including the issuance of the certificate without mandatory documents, and the lack of verification.

A.Dear Client,
Anti Corruption Bureau registers cases under the J&K Prevention of Corruption Act, 2006. The Anti-corruption cases are registered in the respective Police Stations of Anti Corruption Bureau(ACB) having jurisdiction. After completion of the investigation into the complaint, the evidence is analyzed by different levels of supervisory officers and law officers. A final investigation report is then sent to the Government to obtain sanction for prosecution. In cases where the evidence collected may not stand Judicial scrutiny, but is found enough on the basis of the merit of evidence, these are recommended for Regular Departmental Action against such public servants for misconduct under appropriate sections of the relevant service conduct rules. You can file the complaint online directly on the website of ACB log in to: http://www.jkacb.in/how-to-register-complaint.php. You can also file an application under RTI Act, 2005 seeking information with regard to the reason or ground behind the issue of a legal heir certificate from the State Public Information Officer(SPIO) of the concerned Public authority to justify your complaint of corruption against a public servant.
