My local isp is not refunding the security amount and availing poor service

Hi, I have paid an amount of 7000 in advance to my local internet service for a year. However, internet service provider is constantly struggling to deliver uninterrupted service to us from sometime now. We've made multiple attempts in the manner of requests to improve their services but each time we have been let down and now we've asked them to terminate the very connection and pay back our security deposit of 2,500 rupees and as I've mentioned earlier we've paid an advance payment of 7000 rupees for the whole year out of which I've used services of rupees of 3,500 I.e. 6 months and for the remaining 6 months I've asked them to refund my 3500 rupees amount and terminate my connection I've even approached online national consumer helpline and yet they aren't considering to reply back to nch or either to me.
Question.
Can I ask them to pay back the remaining 6 month money considering I opted for advance payment? However, there's no such terms and conditions stated by the company on the back side of their payment receipt or on any other company documents mentioning as to whether they won't be paying back the money in case of unfortunate circumstances of termination of services by customers end. So, is my ask for the 6 months pending amount legit considering I've been a victim of poor services!

A service provider cannot retain a service charge without providing the service agreed on receipt of service charges from the customer/consumer. Regardless of the amount of claim, a consumer can escalate his complaint against the service provider before the Dist. Consumer Commission claiming a refund of balance service charges from the service provider along with compensation for harassment. Reach out to an Advocate for serving a legal notice and filing of complaint before the Consumer Commission against the service provider.
You may get issue a legal notice or go to police station or consumer forum to get back your unused amount since you are not satisfied with their service.
