A.Dear sir,
No not necessary. But if there is registered association of your flats then you may have to take such permission or at least intimate them about transaction.

A.Dear Client,
NOC is not required to sell a unit of flat by the flat owner from other floor owners of a multistoried building. According to Bye-Law No. 38 of the Maharashtra Co-operative Housing Society Rules, a no objection certificate(NOC) from the Society is required for the sale and purchase of flats. If there exists no Society, NOC from the Builder/Developer is required stating therein the status of the outstanding/dues in respect of the flat owner/Seller.
