Complaint against the Postal Department

A Speed Post article was posted at my original address three years ago. I still haven't got it and it has cost me dearly. How can I file a complaint against the Postal Department?

As per Section 69 of the Consumer Protection Act, 2019, a complaint must be filed before the Consumer Forum within two years from the date of the cause of action.
