Electric pole installation Electric pole installation

There's no electric pole in my area it's not very crowded about 4-5 houses are built here i shifted here about 6months ago, for power supply me including my neighbours have to extend wires to our neighbouring area covering huge distance costing money while facing many problems we decided to ask for pole installation we were told by neighbouring area residents it's free of charge government provides for the pole, labour and high voltage wires but the electrician asked for labour charge 2k inr/ pole we agreed but after a few days he asked for 5k inr /pole which felt odd so we decided not to for now. I'd like to ask is it actually free of cost and the electrician is scamming us for money or the labour charge is legit, the electrician is from the local power distribution authority. I'm a resident of patna, Bihar these scammings happen way too often and pretty much in everything. If it is actually a scam what should i do?

It is the duty and responsibility of the electricity department of the state to provide connection and erect poles wherever necessary in the residential areas. You should apply to the department for the same in writing and whatever fee is required will be taken in a legitimate way.

A.Dear Client,
The Electricity board carries on the cost of installation of domestic connection through the engagement of the contractors and a consumer has to bear the cost of materials required for installation except for the labour charges which are payable by the Contractor and is reimbursed by the Electricity board to the contractor at the approved rate of the contract. In the given scenario, you need to bring the matter to the notice of the Electricity Board for a resolution in the matter.
